Looks like there aren't any Rainbow Six 3 map downloads afterall.
From Ubisoft:
"As many of you have noticed, these levels are not in fact available for download - apparently, Microsoft identified a last-minute bug and did not place the levels on Xbox Live as scheduled - they are currently on hold, and I don't have any specific about when they will go up. Will keep you posted, though - sorry for the confusion."
